EMR, insurance, certifications, bonding, references — a practical pre-qual checklist for GCs evaluating commercial roofing subs for large projects and public works bids.
Selecting the wrong roofing subcontractor is one of the most expensive mistakes a general contractor can make. A failed roof, a workers' comp claim, or a warranty dispute can cost far more than any savings from a low bid. This pre-qualification checklist covers everything a GC should verify before awarding a commercial roofing contract.
EMR is the single most important safety metric for subcontractor pre-qualification. An EMR above 1.0 means the contractor has a worse-than-average safety record; below 1.0 means better than average. Most GCs and owners require sub-1.0 EMR for bid eligibility on commercial projects, and many public works agencies require sub-0.85.

Minimum insurance requirements for commercial roofing subcontractors: General Liability ($2M per occurrence, $4M aggregate), Workers' Compensation (statutory limits), Employer's Liability ($1M), and Umbrella/Excess ($5M+). The GC and owner should be named as additional insureds on all policies. Request certificates of insurance directly from the contractor's broker, not the contractor.
If the project specifies a manufacturer warranty, the roofing sub must be certified by that manufacturer. Ask for documentation of current certification status — certifications expire and must be renewed. Key certifications to look for: Johns Manville Preferred Partner or Master Contractor, GAF Master Elite®, Duro-Last Certified, IKO Certified.
For public works and larger commercial projects, confirm the contractor's bonding capacity with their surety. A performance and payment bond equal to 100% of the contract value is standard on public projects. Ask for a letter of bondability from the surety before award.
Request references from at least three comparable projects (similar size, system type, and project type) completed in the last three years. Call the references — ask specifically about submittal timeliness, schedule adherence, punch list response, and closeout documentation quality.
For larger projects, request financial statements or a Dun & Bradstreet report. A roofing sub that goes out of business mid-project leaves the GC holding the warranty and completion liability.
